Will this boost the signal enough to run a mic ...
Will this boost the signal enough to run a mic into the non amp (line/instr.) inputs on the back of the motu m4 (using the Lewitt lct 440)?
That would not be done with the Cloudlifter CL-2. This only increases the gain of a microphone by 25dB. If you want to go into a line input from your microphone the best way to do that would be by using a small mixer like B&H # MAMIX5 for example.

I would not think so. To improve the noise floor with your Sennheiser ew112-p-G3, try re-positioning the mic and adjusting gain at the transmitter.

Is it possible to use only one channel on this? Or will it only be powered if you are using both phantom-powered channels?
You can choose to use just one channel, or even use both channels separately for different microphones. In order for the +48 to reach the Pres in the box, you have to send Phantom down both lines that you're using: that's to say that Phantom is not shared in the box across the two channels.
