The description states that this device is "HDMI 1.4 Compliant". Does this mean that it supports 4k, but only at 30Hz?

My TV doesn't have an HDMI but it has the UDS. Could this be used as an adapter in oder to give my TV the capability of connecting my Xbox One as this can only be connected via HDMI?

We use this on our older HP laptops that have this video output to go to HDMI not sure a tv/monitor would have the same output, unless it were an HP unit.
