Yes, bulb mode is in the manual settings. Just use the shutter speed dial and adjust to slowest speed and bulb mode will appear.

I have trouble finding the manual mode for video. I have the original M which would allow you to modify all settings. with the M3, I'm always stuck with Auto ISO. is there no such thing where I can have true manual video mode where I can set my aperture/speed/iso. :(Tried everything, but cannot find the info anywhere?

When you turn the shooting mode dial to the video icon and then press the Q/set center button, it will display the option to have Auto Exposure Video shooting or Manual Exposure Video shooting. Once you select Manual Exposure Video, this will enable ISO control as well as aperture and shutter speed.
