When would I use this in an off camera flash ...

When would I use this in an off camera flash situation? I have 2 Godox MS300 monolights that I use both indoor and outdoors

The Sekonic Lumidisc for L-308 Series Light Meters is used for flat items like green screens and flat art. For anything that is not flat, the standard Lumisphere is what most use.

If I use a single flash burst in bright sunlight (within the camera’s flash shutter synchronization) will I get accurate reading for fill-in with the new, improved Sekonic L-308x-U?

The Sekonic 308 can give you an accurate reading. The Sekonic 478 can give you a ratio of the difference between the flash and the continuous light in the exposure.

Will the Sekonic 308s give me an accurate flash reading when I'm using the high speed synch flash mode in bright sunlight and need flash fill. For the example; shooting at the beach on a bright sunny day.

Sorry. No. Light meters can't measure HSS flash. High speed sync as done by Canon, Nikon and others is a short series of small flash bursts. Each is at a level that is at the lowest limit the meter can measure. Plus, there is a preflash in the mix. Meters are designed to read a single flash burst.
