This is a 14.2" Riser for the Litt LED Signaling System, from Yellowtec. It allows you to mount the Litt Base Controller at an increased height of 14.2" off the mounting platform. An additional component – the Litt Mounting Flange, sold separately – is required to attach the Riser to a desktop-type mounting platform. To give the Riser a better aesthetic appearance, you can also add an optional Litt Spoiler.
