Will this mount keep the TV completely flush to the wall? Or does the TV stick out 1 or 2 inches from the wall?

The Peerless-AV In-Wall Articulating Arm Mount for 22 to 47" Displays (BH # PEIM746P) allows viewing your display in its virtually no-profile (less than one inch) home position, or extend the arm up to 12.05" to watch it practically anywhere else within the room.

Yes The Peerless-AV In-Wall Articulating Arm Mount for 22 to 47" Displays BH #PEIM746P requires a recess cut into the drywall.
