The Canon ME200S-SH Multi-Purpose Camera features a locking EF mount and captures video at up to 1920 x 1080p 60 (59.94p), while supporting both NTSC and PAL broadcast frame rates. This camera states 10bit 422 (8bit effective) on the brochure. Is this a 10bit signal from HDMI/SDI or 8bit?
For both the HDMI and SDI outputs 8 Bits will be the effective number you see upon output.

Is this camera have internal recording capacity? If not that means recording out of the second SDI at effect 8bit 422... Why "gain" higher ISO sensitivity compared to the C100 Mark II?
This camera does not have internal recording capabilities. However it does output 422 10-Bit through SDI and is a high sensitivity camera that can go up to 204,800 ISO.

Does the 3.5mm audio input jack allow for a 3.5mm to dual XLR male adapter for 2 channels of audio?

And I will add that if you are doing post production there are tools in some LNE programs where you can fill the right channel with the left channel, to make the L & R audio output balanced.

The basic specs for the sensor of this camera and the C100 Mark II are Super35 and 9.84 MP. The ME200S-SH does have twice the high ISO performance at 204,800. The image quality should be comparable. The ME200S-SH does have Dual Pixel focus and we assume that it has the same outstanding AF performance as other Canon Dual Pixel Auto Focus equipped AF camera. You also focus using the one shot button on the camera or with the Canon RC-V100 Remote Controller. Lastly, this camera is meant really for permanent installations and thus does not have a battery internally or directly attached. It takes power from an external battery or an AC power adapter.

Will the 3.5mm audio input power an xlr microphone with the correct adaptor? I would be interested in using a Rode NTG3 with this camera
It will not. While it is possible to adapt a Microphone with an XLR connection to a camera with a 3.5mm audio input, that microphone will need to be battery powered. If the battery requires phantom power, such as the NTG3, it will not be able to power the microphone. Phantom Power is not carried through 3.5mm connections.
