This is a wonderful case for building a mini-itx server. Love the fact that it doesn't use trays. Just slide the bare drive in and your ready to go. Very high quality.

WIll I be able to remove the rack and replace it with DVD drives?

The iStarUSA Compact Stylish 3x 3.5" Hotswap Trayless mini-ITX Tower has 3.5" bays. DVD drives would not fit.

This model is listed in B&H's RAID HDD Arrays section. But the specs don't mention any RAID capabilities. Does it have any?

RAID capabilities would depend on the operating system used with the iStarUSA Compact Stylish 3x 3.5" Hotswap Trayless mini-ITX Tower (Red HDD Handles). This is a case for building your own Mini-ITX sized NAS, this is not a full NAS system.
