No, the Olympus Tough TG-6 Digital Camera will not work with the Olympus CB-USB11 USB Cable. It uses Micro USB not USB-C. You can use a standard Pearstone USB 2.0 Type A Male to Micro Type B Male Cable (Black) - 6' (1.8 m), BH #PECUAMUMBM6Q (https://bhpho.to/3kxK9fu).

Will this work with the E-M1X? Can it be used to charge the batteries while in the camera?

The Olympus manual states that the USB connection is of the USB 3.1 generation. This can be checked by the BLUE colour inside the plug on the computer side (connector type A). Cheaper cables only correspond to the USB 2.0 generation (white inside) and will probably not work properly. Do not get confused.
