Is this a locking barrel connector?

Yes! Works on Decimator MD-HX & MD-Cross Converters. Lock on Threads could be a little longer. Tight to get a finger grip on but yes, it works very well. The ONLY way to get this accomplished, otherwise, would be to purchase a Decimator MD-HX Converter Power Supply and cut the cord and wire in to a D-TAP connector. Time is money and this works! Thought the right angle plug might be a problem but not a problem. Actually an asset. More than you asked for... Hope this helps!

Is this compatible to power the Atomos Shogun Inferno?

Yes the Atomos Shogun takes 6.2 to 16.8 VDC (battery or DC power input)If using a power source at that range will power the unit.
