how much weight can this hold and can this hold the flash laterally? is this better than vello flexible arm bracket?
It will definitely bend with the weight of a flash if positioned laterally, but you could position it like this:

The manufacturer does not give weight limit specifications, but the typical 1.25lbs. (with batteries) or so top of the line flash from major camera manufacturers (e.g. Nikon and Canon) should be fine. I would consider it to be functionally equivalent to the Vello product (BH #VECB900): https://bhpho.to/2UfJZIk

How useful is this for macro work? Can it be flexed forward at an angle that points the flash immediately in front of the lens?
The arm is completely flexible. To answer your main question, while it depends on your camera, your lens and your flash, we believe you can get the flash where you want it.
