Can the RCA and 1/4 inputs be used at the same ...

Can the RCA and 1/4 inputs be used at the same time? If so are the signals mixed together for xlr outputs?

Technically yes, you could use those two inputs at the same time. However, the audio coming out of the XLR's would be mixed together, and potential phase cancellation could occur from combing audio sources in such a manner.

What happens if I connect to all three input possibilities at the same time; 1/4" TS, RCA, and 3.5mm TRS. Will it prioritize one over the others and output from only one source, or will it blend all three sources before outputting via the XLR outputs?

The direct box is intended to be used with one input source only. If three sources are connected to three different inputs they would be blended together into one signal which may have issues with phasing.

Does this sound better than Kopul PDI-40? Or are the electronics inside the same? This model has more inputs and outputs, but if I only need one, will get the same quality using the model# PDI-40?

The SDI-PPC and PDI-40 are designed for use with different equipment, so the best option depends on the device you are going to be using and the application it is being used for. The SDI-PPC is a stereo direct box with stereo input and output. It has a stereo 3.5mm input for smartphones, tablets, and compatible media players, a pair of RCA jacks for turntables, A/V connections, computer soundcards, and a pair of 1/4" TS inputs for connecting instruments like guitar, bass, and keyboards to a mixer. Two XLR outputs are provided for left and right stereo signal or for splitting an instrument's output to route it to two destinations, like an amplifier and a mixer. A -15 dB pad is included for attenuation and a ground lift switch helps to eliminate hum. The PDI-40 has a single XLR input and single XLR output for connecting a microphone or an instrument like guitar, bass or keyboards to a mixer. It has a switchable -20 or -40 dB pad and ground lift switch.
