Yes it does. According to Prompter People the plate comes with a 1/4"-20 screw and a 3/8"-16 bushing. You will be able to use it with a product that has a 3/8"-16 thread.

How smooth is the fluid head movement compared to a Manfrotto 502?
The prompter people video head is very smooth but it does not have the tension adjustments that are available on the Manfrotto 502 head. If you are satisfied with just having 1 setting for pan/tilt tension this is a great package that is capable of holding almost double the payload of the Manfrotto (The Prompter People can hold up to 30lbs). However for people that like to adjust tension to accommodate super fast or super slow camera movement the adjustability on the Manfrotto head is very useful.
