Will an Osee LCM215 HDR+ with it's feet installed fit in one of these?
The OSEE 21.5" LCM215-HDR+ Field Monitor would not fit in the Arco CT-TM24B LCD Transport Case for 19-24" Displays with the feet attached as the feet are around 5" wide and the interior is only 3.2" wide. A good option would be the Gator LCD Tote Series Transport Bag for Dual Screens (19 to 24"), BH #GASPDLCDTBBK.

I have a dell 24" monitor and the stand is difficult to remove and the base is 6" wide. Can the monitor be inserted upside down with the stand sticking out yet still close the flap over the stand?
If the monitor with the stand is within 18" of height and the portion of the base that is 6" wide is not higher than about 1.5", it should fit in this way.

You would have to measure your screens. The interior dimensions of the Arco CT-TM45B LCD Transport Case for 27-45" Displays are 38.5 x 24.5 x 5". If your screen is any larger than any of either dimension this case would not be recommended.

Is this bag wide enough to keep the leg stand on the monitor, or does that have to be removed first?
The case's interior dimension are: 18 x 29.5 x 4.5" My 27" LG monitor with the leg on the back is too deep for that 4.5" depth. Even if it was, I would be reluctant to leave the leg on. For me, it's really no problem to dismantle the stand and pack it separately.
