The StarTech 7-Port USB 3.0 PCI Express 2.0 x1 Card provides six external USB 3.0 ports as well as one internal USB 3.0 port for desktop systems with an available PCIe 2.0 x1, x4, x8, or x16 slot. For supporting a wide range of equipment, the card is compatible with your desktop's standard and low-profile expansion slots and comes with an internal SATA connector for delivering up to 900mA of power per USB port. In addition, it features USB 3.0 technology with 5 Gb/s speeds as well as UASP support, which can increase read and write speeds to UASP-compatible equipment.

Will this product operate on a PCIE 1.1 bus? I understand speed will be limited to PCIE 1.1speed.
The StarTech 7-Port USB 3.0 PCI Express 2.0 x1 Card will operate on a PCIe 1.1 bus; however, as you pointed out, it will be limited to the max speed of the PCIe 1.1 bus.
