How would I use 3/8"-16 sockets on side oh handles. It says for tripod mounting but do I need some special adapter to use this?
You wouldn't - you need clips to mount either to the extension bar (which comes with the kit) or a large clip to hang vertically from the top of a lightstand (that's what I use - a socket clip attached to the top of my stand).

Can this be centered mounted instead of used as a boom?
Yes, just loosen the clamp screw between the first and second sections, pull the second section away, and you can slide the mounting pivot and the first clamp off. Then, all you need to do is reverse them and reassemble it. It only takes a couple minutes and a Phillips screwdriver.

I’m going to fit this into a suitcase. What size do the reflectors, either the 32 or 42, fold down to?
The 32" reflector in the Impact 32" 5-in-1 Reflector with Lightstand and Holder Kit folds to about 11", and the 42" reflector in the Impact 5-In-1 Collapsible Circular Reflector Kit (42") (BH# IM5I1CCRK) is about 14" when collapsed.
