There are no significant differences between these two models. Both give you an IPS panel with sRGB 99%. The one small difference is in the brightness levels, the 27UK650-W can go a bit brighter (350 nits vs 300).

The answer is yes but... The refresh rate is 60 Hz. Most CODECs are sophisticated enough to handle 24fps or even 24P without being detectable to the user on a 60 Hz monitor. They do some incredible math under the hood to make it happen. There are some AV environments where the requirement is for a 48 Hz sync. I don't believe this can do that but if that's what you need, you probably know the ones you need to buy and the price tag. None of this is an issue to most consumers.

If you mean the image quality, it's a bit under what the iMac has in PPI. The iMac 5K is 228PPI. This LG 27" 4K is 163PPI. You'll need to sit 21" or more away from the LG for the "retina" experience. For comparison, the iMac is "retina" at only 16".
