how exactly are the nvme chips mounted or connected to this card. Is this for regular nvme or the new Quad nvme?

This is an M.2 capable interface card wherein the M.2 drives are mounted under the depicted heat sinks.

If installed on an older machine without NVMe in its BIOS, will this enable that machine to boot on NVMe cards in this controller?

If you want NVMe controller that supports booting, please look into the SSD 7110 instead (https://www.bhphotovideo.com/c/product/1413210-REG/highpoint_ssd7110_ssd_7110_3x_m_2.html). For the SSD 7110, you should be able to boot with the NVMe drives on an older machine. However, we would recommend you to look into our compatibility list.
