Can it be plugged to the Canon DR-e19 through it's 4pin XLR given it's Voltage and Amperage specs, and replace the Canon AC-e19?

No, the SHAPE FULL PLAY Intelligent 2-Bay Vertical V-Mount Battery Charger's output is too high for the Canon DR-E19 DC Coupler (BH #CADRE19), and would likely damage it.
