The black Heavy-Duty 9' Adjustable Background Crossbar from Impact is a 3-section telescoping crossbar that adjusts from 45 to 118". It securely holds a 9' roll of seamless paper or smaller cored roll, or any 10' muslin background (adjustable pole maximum width for fabric is 118"). It fits on top of two stands with 5/8" studs. Two thumb screws secure the crossbar onto the 5/8" studs.

Is this type of product capable of holding lighting instruments, or is something else recommended?
A steel c stand and steel mini boom plus counterweight would be better for supporting an instrument over a crossbar which is not designed to support a large weight suspended from one point.

Product name says 9' which is 108" but description says it's 118". Which is correct because 108 will not fit a 108 wide seamless paper roll?

The cross bar can. It has receivers for 5/8 baby pins on both ends. Make sure your stands are adequate for the load weight of a roll of vinyl.
