The threading on the bottom of this head is 3/8 16". This head will also come with a reducer bushing to be placed on 1/4 20".

Is there enough fine adjustment/resolution in the ball tightness where the camera can be moved by hand but remain stable in the ball mount if let go? Or would a fluid head be required?

Please forgive my answer if I am misunderstanding the question, but the ball is pretty solid once its tightened. If you loosen it to try and move the camera I imagine once you let it go, depending on the angle and weight of the camera it may move if not tightened completely. We use it for holding a rotolight with softbox and also an iphone. Something larger like the weight of a Canon 5d might be too much. That said, you can get some decent pans with this and an iphone attached to a monopod and the thing is super functional for smaller weighted things light camera lights or audio equipment and it feels solid in your hand.

Is the round, padded mounting platform "attached" to the screw, so one can loosen the ball, then use the platform as a "handle" to tighten the screw to the device? Or, must one tighten the ball and rotate the device or entire head to tighten?

The platform can be unscrewed from the stem, rotating the head to screw into the camera is the best solution.
