This adapter is great for when you're shooting on site and don't have access to power outlets. You can use your car's power port to charge external batteries or anything else that runs on dtaps. Very useful for situations where you're nowhere near a power source other than your car.

Can this be used to charge a V-Mount Battery via ...

Can this be used to charge a V-Mount Battery via the D-Tap port directly in a car? Or is it just a accessory to the ONsite d-Tap AC Power Supply?

The ONsite AC Power Supply Car Adapter will not plug directly into D-Tap battery for charging. You would require the Tether Tools ONsite D-Tap to AC Power Supply https://www.bhphotovideo.com/c/product/1438942-REG/tether_tools_sdac110_onsite_d_tap_to_ac.html?sts=pi&pim=Y to plug into the ONsite AC Power Supply Car Adapter. You would then use the charging cable provided with your D-Tap battery to plug into the ONsite AC Power Supply Car Adapter.
