Plugged in the ptap correctly. Immediately fried my hand controller. (Smoke and fried electrical smell). Hand controller completely NON functional now.

I wanna know if this cable work with a standard powerbank... I mean, Can I plus the micro usb to the output of my powerbank and the d-tap into the motor wheel?
The D-tap is for the V-lock batteries or similars. For your power bank you need a different cable . I powered the nucleus-M FIZ (usb cable) plus 1 motor (Tilta cable) with a power bank and that worked fine.

Does this cable have voltage regulator inside ? Or its delivers full D-tap voltage?
This cable is purposely unregulated for the Tilta Nano motor and therefore delivers full 12v+ voltage to the Nano motor. The Nano motor, which can accept a wide range of voltage, is expected to have more torque using this cable than it does with a normal 5v mini USB. It is ONLY for the Nano motor. It should be labeled clearly, as it is dangerous to use on anything else 5v miniUSB; it can fry those other things.

Could this cable power The Osee 5" monitor that has a micro USB Type C (DC in 5-17V) ?
The Tilta Micro-USB to D-Tap Motor Power Cable for Nucleus-Nano should work with the OSEE BH #OST5PLUS. The cable outputs 12+ volts of power which fits the displays requirement of 5-17V.
