Does any smartphone (I have the Pixel 3a XL) would recognize a microphone signal being input through the USB terminal?
Yes, but it has to be a powered microphone, like a wireless receiver or AA powered mic. Plug-in powered mics will not work with this cable.
You may have select external mic in your video or audio app, but most will recognize it as an external mic if you have it connected when you start the app.

Will this Sarmonic 3.5mm converter work to ...
Will this Sarmonic 3.5mm converter work to connect my Sony UWP-V1 wireless mic to Android Samsung S21FE phone? Purpose is to use wireless mic for zoom meetins and general recording.
Yes, this cable will allow you to connect your Sony receiver to the Samsung Galaxy phone and the it will input the Sony's audio into the Zoom meeting. But unfortunately you will not be able to hear the zoom meeting participants through your phone's speaker when this connected. This is a limitation of the Zoom app and also on limitation of most mobile devices, because they are not able to do multi-device audio input and output.
You could use the Saramonic SR-EA2U which will allowing you to use the Sony receiver's 3.5mm output into the SR-EA2U and plug a pair of wired headphones into the SR-EA2U to hear the meetings participants. Because this is an audio interface with mic in and headphone out, are you too and put an external microphone and output the audio from the zoom meeting to wired headphones. You can also plug in a pair of power speakers to the 3.5 mm headphone output of the SR-EA2U if you wanted. Hopefully this works for you and it is a more inexpensive adapter: https://www.bhphotovideo.com/c/product/1717461-REG/saramonic_sr_ea2u_audio_adapter_with.html
