Can this cart handle a 22" monitor with 100x100 VESA mount? Will mounts extend outside monitor or can these be removed?
This can handle any 100x100 VESA screen, however the mounting brackets may extend outside of a 22" screen.

How difficult is it to raise/lower a heavy monitor? Can a person raise it from lowest to highest position alone? Is height infinitely adjustable?
I've only used this mount with a 43" Samsung and it doable with one person, much better with two.

The lower shelf can go as high as the entire height of the stand so long as nothing is blocking it from going up, and the screws that secure it to the poles are undone.

Hi. We've got this cart and will be mounting a Samsung BE82T-H display to it. The Samsung manual says the mounting screws have to be 20-22mm. The only screws included with the cart that fit the display are the M8x25mm screws.
Even with the screws through the mounting pieces, the length of the remaining screw is close to 23mm.
We don't want to chance damaging the display, so I assume we'd then use washers. However, the included washers are too small for the M8 screws to fit through.
Would it be acceptable to purchase washers that do fit at a hardware store? It seems to make sense, but I just want to make sure we're okay doing this.

Yes you will be okay using different washers that will fit your screws.
