Elgato Cam Link 4K Overview

Record or stream an HDMI signal via USB 3.1 Gen 1 with the Cam Link 4K from Elgato Systems. With its HDMI input, this capture device will accept resolutions up to 3840 x 2160 at 30 frames per second, taking full advantage of your range of cameras. The Cam Link 4K uses a plug-and-play design with its USB Type-A connector and HDMI port.
Plug & Produce
When coupled with Cam Link, your DLSR, camcorder, or action camera appears as a webcam in all your favorite apps, including Game Capture, OBS, and video conferencing software. I could not get the link conversion from HDMI to USB to work for my camera.

This may or may not be the fault of the link, but I could not get my link from my Canon EOS R7 to my Windows 11 system to work. It was probably a bad idea as even a functioning link would not output the full size of the DSLR image.

it just works for plugging your hdmi-out mirrorless/dslr into your computer

it just works. you don't have to think about it, you (probably) don't have to download drivers. you do probably need to buy another cable to plug into this -- check your camera specs carefully to see if you need mini-HDMI to HDMI or micro-HDMI to HDMI -- but when you've done that it works great.

can this be used too turn my Panasonic GH5 into a webcam?

If your Panasonic can output its source through HDMI cable live, then it should work. For example, I'm using a Canon camcorder that outputs its signal through HDMI. This could be used to connect the camera to a TV so I can see in real time what the camera is recording. In my case, I'm using the camcorder as a webcam for my daughter. Once the camera is on, it's plugged into the Cam Link, and the PC recognizes it as a web cam. Depending on your camera, you can clean up your output so all you see is the video and not the battery level, focus/metering/etc.

Will it work with my SONY HDR-HC9 which has a Firewire output, which newer PCs can't handle?

We would recommend powerful i5 or i7,i9 Windows PC's and the M2 or M3 Macs. The Elgato Cam Link 4K Standard must work with HDMI outputs, I'm very sorry to say Firewire ports can not be converted to HDMI. Also from our info the SONY HDR-HC9 should have HDMI output. The Elgato Cam Link 4K is comparable with Nikon D850. It connect HDMI via the device to computer as USB signal. With applicable App the computer screen and camera can be recorded.

If you’re asking if you can see all of your camera icons and settings that all depends on your camera. But if your camera can I’ll put those through HDMI then yes you can.

I'm a bit confused by this question. Cam Link isn't a video camera, it's a device that turns a camera into something capable of streaming. So if you have a camera that shoots in a format that Premiere can read (i.e. most everything) than you're good. If you're asking, can you live record something directly into Premiere...I have no clue and honestly don't know why you'd want to do that if Premiere could.
