Does Premiere Pro recognize this video capture device?

I'm a bit confused by this question. Cam Link isn't a video camera, it's a device that turns a camera into something capable of streaming. So if you have a camera that shoots in a format that Premiere can read (i.e. most everything) than you're good. If you're asking, can you live record something directly into Premiere...I have no clue and honestly don't know why you'd want to do that if Premiere could.

Yes, you are able to use multiple Elgato Cam Links 4K. However, you have to make sure that your computer has separate USB 3.0 Roots Hubs or Host Controllers.

The Elgato Camlink was released in 2018 when there was still maybe not as much presence with USB Type C outside of Apple computers. You could still use it but that would require an adapter like the Kramer USB 3.1 Gen 1 Type-C to USB Type-A Adapter BH #KRADUSB31CAE.

I would like to stream live video from a Sony FX-1 HDV camcorder via USB to Surface 3. Can you tell me if (1) this is compatible with an Elgato Cam Link 4K and (2) what adapters (USB-wise) will i need? The HDV output on the FX-1 is micro USB. Thanks!

I have a Sony PXW-X70 camera, will this work for livestreaming to OBS to my final destination?

I can't speak to that camera, but if it is compatible according to the manufacture then the 4K device will turn it into a "webcam" and as long as OBS supports a web cam for streaming it should all work together fine. We have used it with a M50 from Canon to stream in a skype session with no issues.

Will the Elgato Cam Link 4K work with the Nikon D3100?

The Elgar’s Cam Link 4K will work with any device that outputs HDMI. However, the Nikon D3100 itself cannot export clean HDMI which means you will see the exposure and focus info on the hdmi signal. This is the fault of the camera, and not the Cam Link. The D3100 will not work as a wedcam because of this issue.
