I received my copy just the other day and it the lens was not packed with a silica packet. All my Fuji lenses had them and all unboxing videos I've seen also have them. Anyone else?
Typically the cameras and lenses come with silica, it is possible that it was left out at the factory. Unless there is mold or mildew from moisture, I wouldn't worry about it.

The 18-55 mm f/2.8-4 and the FUJIFILM XF 16-55mm f/2.8 in comparison will be about the same.
And will be minimal.

is this a good lens to use for night/astro photography?
yes, it is an excellent lens. at f2.8 it has good use in low light and is very sharp. but you may miss a wider viewing angle than 16mm (24mm full frame)
