How long does this charger take to charge the batteries? One by itself and both together.

In high-current mode, the SHAPE NP-F Dual-Bay Charger with LCD (B&H# SHNPFCH) will charge one 6600mAh Sony L-series type battery (popularly called "Sony NP-F") in about 4-5 hours. Also, in high-current mode, the time needed to charge two such batteries would be 8-10 hours.

Why would I use the low-power charging mode? Is there any downside to the high power mode? I have this charger but don't know.

The SHAPE NP-F980 Dual Charger with Two 6600mAh Lithium-Ion Batteries (B&H# SHNPF2B) offers what the the manufacturer calls a high-current mode and also a low-current mode. While the voltage is the same, the former (high-current) would typically be used for larger batteries or for a faster charge. The latter (low-current) mode would be used for the smallest batteries (e.g., 2500mAh and below) or to minimize the heat that is generated when a battery is charged. While it is best to allow a battery to cool before recharging it at all, if you needed to begin charging a warm battery immediately after use then it would be best to use the low-current mode at least until it cools down. Extreme heat (and cold) can damage batteries.
