What is the actual footprint diameter? A rep from MSE claims that most of the specs for the footprints are actually up to a foot less than in reality.

Yes, it has approximately a 43 inch foot print. But if set the legs not as wide it will have a smaller one.

What are the diameters of the riser sections? They seem to be smaller than the equivalent Avenger model (A1045CS with 45/40/35/30 mm).

The diameter of each riser section would be 1 , 1.25 , 1.5 and 1.75 (25/32/38/44mm).
