Is there a way to lock the swivel base? So the monopod can stand plumb on its own, with the weight of a speed lite.

Yes, you can lock out the swiveling base so the monopod will stand upright. This might be fine for the purposes of holding a speedlight, but it will greatly depend on the weight of the flash, how extended the monopod is, and the surface and wind conditions you're working in. It's not a perfect replacement for a light stand but might work in certain circumstances.
