No, the Blackmagic Design Pocket Cinema Camera 4K (B&H # BL4KPKCAM) can not be powered via USB-C. Power is supplied through the 2-Pin Locking Connector on the camera. You can try either of these options for external power supply: Blackmagic Design 12V Power Supply for Pocket Cinema Camera 4K (30W)\, B&H # BLPSYPC4K30W or the Core SWX Powerbase EDGE Battery and D-Tap Cable Kit for Blackmagic Pocket Camera 4K (B&H # COPBEBMPC4K).

The Omnicharge Omni Mobile 25600mAh High-Capacity Laptop Power Bank is not able to use the USB Type-C and the DC barrel port simultaneously since both share the same circuit. See manual page 4 for more details.
