The TP-Link Archer AX10 AX1500 Wireless Dual-Band Gigabit Router (B&H # TPARCHERAX10) does not require for all 6 led lights to be on. The first four lights, evolve power to the router, 2.4 GHz Wi-Fi, 5 GHz Wi-Fi and internet (network connection). The other two led lights are ethernet/LAN port and WPS. Normally you must have 4 to 5 led lights on.
