Is this a surge protector as well or do you need separate surge protection?

This unit is only a distributor. Here is a similar option which will sequence the power sockets and offer surge protection: B&H # FUM8S.

No, the American DJ POW-R BAR RACK USB 10-Outlet 2-USB Rackmount Power Distributor does not include rubber feet since it is intended to be mounted inside of a rack rather than to be placed on a tabletop.
