Feels very cheap

Interestingly enough I bought this same ND in 82mm and the difference is confusing. The 82mm feels good but this feels like I can break it by simply trying to screw it onto my lens...I think it may have to do with the difference in diameter but still feels like a competing (cheaper) ND and not an ND from the same brand. The rotating frame is very loose. If I touch it, it rotates...not good for actual work..debating returning it.
