Can I use it to trim an 11x17" sheet to 11x14"? The ruler that's perpendicular to the cutting rail must be at least 14"
Yes, the Rotatrim Pro Series 20" Paper Cutter / Rotary Trimmer can easily trim an 11×17" sheet down to 11×14", and the perpendicular ruler/fence is sufficient for setting a 14" cut position.

Rotatrim says this has "user option to enable two-way cutting". How does this differ from the smaller ones?
The Rotatrim Pro Series Paper Cutter / Rotary Trimmers smaller than 20" have cutters that do not have a backwards cut preventer installed; the Rotatrim Pro Series 20" Paper Cutter / Rotary Trimmer (and larger sizes) have backwards cut prevention installed. The prevention device can be removed by the customer--therefore it is optional for these sizes.
