How do I know when the battery is charged and how long does it take?

There is an LED indicator, usually green means it's fully charged. It should take around 36 minutes.

When charging, what is the difference between flashing red and solid red on the LED indicator?

The Tilta Nucleus-Nano 14500 Battery Charger III (B&H# TIWLCT04BC3) will have a flashing LED when it is charging the battery. When that LED becomes solid (i.e. constant) then the battery is fully charged.
