Benchmark tools peg it at 3.0ghz, however it's a completely different architecture so comparisons to x86 Intel chips doesn't mean much. With that said, in every benchmark and usability test I've seen so far, and using it in person, it bests the mobile Intel chips that Apple uses - all of them, including the latest that they use in the MacBook Pro. It's a very impressive unit. It's possible that there are some x86 (old) apps that you might run into issues with, but in my limited testing I had no issues, and that seems to be the same experience I'm seeing everywhere.
