Is the device a functioning NAS with only the M.2 cards and the SSDs installed? I plan to add the hard drives later based on the amount of storage demanded.
This is a bare unit. It does not ship with drives.

Is there room to add more RAM to this NAS system? If so does the additional RAM size need to match the current RAM size install
The QNAP TVS-H1288X's RAM can be expanded up to 128 GB (ECC). Two 8 GB RAM modules are already installed, so you would need to remove them first.
