The 9oz is the lightest weight in the market. The 16oz is the heaviest weight. 16oz will block more light and 9oz is typically used for masking

How well would the 9oz work for negative fill compared to the 16oz? Not needing this for cutting, just neg fill.

The difference in negative fill between Liba Fabrics 57" 9 oz Duvetyne Roll vs. Liba Fabrics 57" 16 oz Duvetyne Roll is minimal to zero. The negative fill strength comes from the type of surface not thickness, the more matte the material or fabric is the stronger the effect.
