The car mounting system is designed to mount your camera rig onto a car or moving vehicle and provide support and stabilization to capture smooth action shots. It mounts with a tripod suction system and features modular dovetail mounting plates and supports to create high- or low-angle shots at a variety of angles. It features shock absorption and damping, and its mounting plate can support an additional shock-absorbing head or arm for additional stabilization and motion. It also features a power supply to power a separately available gimbal system such as the DJI RS 3, RS 3 Pro, or RS 2, while mounted.

The Tilta Hydra Alien Car Mounting System is a complete kit. However, You could attach other gear to it. But this would be something that would be very specific to your Rigging needs and mounting.

No it will not this is designed for the New Ronin RS 2 and is part of the Tilta DJI Ecosystem for the new DJi gimbals

What are the best stiffness settings for using it with an A7SIII with a lighter lens?
The Tilta Hydra Alien Car Mounting System (V-Mount) does have settings for payload weight. It is up to the you to set the weight of the payload by adjusting the pressure of the arm, Tilta does not have pre-set stiffness settings on the arm, unfortunately.
I would recommend generally using a bit heavier setup to achieve a more stable image.
