You can supply power via the dock. You will want to use the port with the Thunderbolt signal.

BH #EZX40213 will work with devices connected to it, assuming they have the right connections. The hub itself would not determine whether or not a device would work with Facebook Live streaming, it would be something depending on the device itself and unrelated to the hub. If the device doesn't work with the hub, it would be likely due to power consumption in which case a powered hub would be the solution.
