Does this have a Vesa mount on the rear of the display?

Yes, it supports 100x100mm VESA mount, however, keep in mind that the mounting area itself is recessed within the monitor by about 1/4. This caused issue for my quick-release mounts which are not compatible because it hits the monitor when trying to attach.

What other differences are there between this and the 32BP95E, besides the hood and self calibrator? I don't use the hood and I already have an xRite calibrator. Should I save $1000 or upgrade to the 32BP95E?

panels are the same, resolution is exactly the same 3840 x 2160, the newer one has a different style stand and also comes with hood and auto self calibration sensors. keep in mind a calibration sensor is about $300.

I have an usb-c monitor and cannot control brightness with the OS. is this the same issue here also I assume? TB3 seems fine though.

You can use an app called Dimmer. It works great with LG monitors and does not introduce a color shift.
