Can I use a Tiffen 82mm polarizer with this step up ring then magnetically attach to the 77mm magnetic lens ring adapter?

The Kase Magnetic Step-up ring has no front filter threads and will not attach to your non-magnetic Tiffen polarizer.

To use the Kase 95mm magnetic filters on a lens that uses 72mm filters, the only step up ring adapter is the Kase 72-95mm Magnetic Step-Up Adapter Ring for Wolverine Magnetic Filters BH #KAKWMSP7295 • MFR #KW-MSP-7295

The Kase Magnetic Step-Up Ring for Wolverine Magnetic Filters (77 to 82mm) listed above allow you to use lenses that have 77mm front filter threads on a filter that has 82mm rear filter threads. If you have Kase Magnetic 82mm filters, you would not need an adapter ring as the filter should connect directly to the front of your 82mm lens. Is it necessary to buy this magnetic ring or can you just use a standard threaded step up ring and then thread a normal 82mm Kase magnetic ring to that?

It is recommended to use as few adapters as possible in order to keep the filter closer to the lens to avoid vignetting. While an aluminum step up ring and then an 82mm magnetic adapter will fit, it is not recommended.

Your lens hood would fit on the bayonet mount found on the end of the lens barrel, so you can still use this adapter ring.

I have 2 lenses, one is a 77mm threaded lens and an 82mm threaded lens, do I need 2 lens hoods or can I use the 82mm lens hood with an adapter ring for both lenses ?

Are you talking about lens hoods or filters? The Wolverine setup rings just support the filters. If you bought the 82mm kit, it should come with an 82mm magnetic ring for that lens. To use the filters on the 77mm, you will need a 77-82 step up ring. Hope this helps. Haven't tried to use lens hoods when using the Kase Magnetic filters.
