Is the similar Elvid switcher (which I bought) a B&H house brand, i.e., who is the actual manufacturer of this AVMATRIX unit?
We have not done a comparison of the AVMATRIX HVS0402U 4-Channel HDMI Video Switcher and the Elvid VSW-4H-USB 4-Input HDMI Broadcast Video Switcher. From comparing specs, the two switchers appear to be close to identical with potential software/support differences from each of the companies.

Can the inputs scale down 4k video input to 1080p? the intended camera for use is the BHG1 which outputs only 4k over HDMI?
No it can not. You will need to send a 1080p or lower signal for the switcher to process the video. Keep in mind that on cameras like the BGH1 your recording resolution and output resolution do not need to be the same. Therefore it is possible to record in 4K while outputting a 1080p video signal if necessary.
