Does Kiloview N6 support 1080p resolution at a frame rate of 29.97 fps on it´s video input and output?
The Kiloview N6 HDMI to NDI & NDI|HX Bidirectional Converter supports the following output framerates and resolutions. It does not seem to support outputting 29.97.

No, the Kiloview N6 HDMI to NDI & NDI|HX Bidirectional Converter, if powered via POE, will not output power from the converter's DC input port.

Can the N6 scale the output? If I have a random resolution NDI stream, can it output to 1080p displays without issue?
The Kiloview N6 HDMI to NDI & NDI|HX Bidirectional Converter can output up to 1080p60 resolution but Kiloview does not mention the ability to scale.

Can the Kiloview N6 Encode and Decode at the same time? Or will it only do one at at a time?
The Kiloview N6 HDMI to NDI & NDI|HX Bidirectional Converter is not able to encode and decode simultaneously. The unit must be set to either encode or decode.

If you are outputting an NDI signal to the Kiloview N6 HDMI to NDI & NDI|HX Bidirectional Converter that includes video and audio, yes, you could send a signal from your laptop or to your laptop with audio. The converter has a headphone jack as well as 3.5 mm audio in and out ports.
