The 811912 Stand Adapter from Norman has a 5/8" receiver with a locking screw and supports a tilting platform with four mounting holes. It features a locking lever with a ratcheting handle for easy adjustment and an umbrella shaft mount. Mounting screws are not included.

I ordered some of these for a project. They were drop-shipped directly from the manufacturer or from a distributor. The shipment was either stopped or lost -- not sure what happened. Got a refund but I think the shipment was canceled by the manufacturer, even though the parts were paid for. Not sure, but the tracking had an exception exclamation mark and the items never arrived.
