How does the tilt function work? Is it just spring/friction or is there a way to lock it into position? Thanks!

The E-Image VESA to 5/8" Baby Pin Adapter Female has tightening screws that would allow you to lock the position.

I don't see how to lock the tilt in the pictures. Is there a way to do this? Do you need a tool or by hand?

Yes. Tilt is all based on tension control which is adjusted by two Allen key screws at the bottom of the next of the tilt.
