Yes. According to the Godox V860 II-C's manual (instructions found on page 67), you can set the flash to be a optical master unit and have it trigger OEM Canon speedlites set to optical slave mode.

Is it compatible with the Canon Speedlite 600EX II-RT? Can it be used as a slave with 600EX II-RT as a master?
The radio system in the Canon 600 is a different sub frequency than that of the Godox. You will have to get a Godox receiver for it to work. If you click on the link below, you can view it on our website;

what does ving mean they also list what appears to be the same flash without ving ?
As far as we are aware, there is no meaning behind "VING", other than being a model/series name. There are currently two V860 models for Sony - the V860II and the newer V860III.
