Will this fit four GODOX TP4R tube lights?
No, the Godox CB47 Carry Bag is specifically designed for use with the Godox TL120 RGB Tube 4-Light Kit. When deflated the Godox Air Soft Tube for KNOWLED TP4R Tube Light's are folded and no longer in a tube shape .Though the insert can be removed the case is not designed for the TP4R and included accessories. The box dimensions for the lights is 20.8 x 17.1 x 5.2".

Can smaller Godox tube lights like the TL-60 and TL-30 fit in this case?
The Godox CB47 Carry Bag is specifically designed for use with the Godox TL120 RGB Tube 4-Light Kit. Unfortunately, I could not find confirmation if the Godox TL-30 or TL-60 lights would fit inside the above kit. As such, I would instead recommend the Godox Light Kit Carrying Bag for TL60 Four-Light Kit, B&H # GOTL604LKBAG, for the Godox TL-60 lights, and the Godox TL30 4-Light Kit Bag, B&H # GOCB22, would be compatible for use with the Godox TL-30 lights.
