Does this have "Radar" to enable tracking the flight on the remote, and does it have a "Return to Home" button?

Yes, the DJI Mini 3 Pro will provide a RADAR for keeping track of the position of the drone relative to the home point and the remote controller. Return-to-Home is available as well. Please note, Return-to-Home must be set to your highest point of surrounding obstacles in current flying location.

The Intelligent Flight Battery Plus included with the DJI Mini 3 Pro with RC-N1 Remote & Fly More Kit Plus does put the DJI Mini 3 Pro above 249 grams. Thus the drone needs to be registered with the FAA.

Compatible remote controllers for DJI Mini 3 Pro include the DJI RC-N1 which also comes with the Mavic 3, Air 2S, Mavic Air 2, and Mini 2. So the answer is yes.
